This is a BLM road with dispersed camping along the road. To get to it turn south on Sheep Bridge Rd in Virgin, pass the bridge and keep going up the road. You will start to see turnouts where you can camp. Was very easy to get here with a Ford Focus. The sites are mostly close to the road and the area is a big plateau so it was a little windy but was private.
